Defence Secretary Launches ‘Arowana’ Midget Submarine Designed & Built By MDL


Giridhar Aramane, Defence Secretary today launched ‘Arowana’ the Midget Submarine designed & being constructed by MDL.

The Submarine is being developed as a proof of concept. MDL is simultaneously working on development of Design of full scale indigenous conventional submarine by 2028.

Aramane also released a commemorative coin marking 250 years of the Mazagon Dock Shipbuilders Ltd, a defence public sector undertaking.

To mark this occasion of immense significance, MDL also saw the inauguration of adjacent land acquired from MPA (Mumbai Port Authority), launch of prototype of indigenous midget submarine 'Arowana', commissioning of Solar Electric Hybrid boat.

MDL completed the platform design and hull of the midget submarine named 'Arowana' which was launched by the defence secretary. MDL has been building submarines since 1984. The midget submarine is being developed as a proof of concept.

The defence secretary also commissioned the solar electric hybrid boat with top speed of 11 knots designed and co-developed with indigenous technology partners. The running cost is almost 1/10th of a diesel boat and also has a very low maintenance cost.

General Officer Commanding Brahmastra Corps dedicated “Astra Gun Park” located at Telipara, West Bengal to Astra Gunners on 13 May 2024. The special provision work procedure commenced in May 2022 for expediting the construction and was completed at lightning speed.

This landmark event marks a significant milestone in journey towards enhanced survivability and modernised infrastructure. The LGSF infrastructure construction was completed in nearly half the time required for equivalent concrete building and offers greater durability against severe weather conditions.

BRO Achieves Milestone, Breaks Through 2.79-km Sungal Tunnel Along Jammu-Poonch Highway


Rajouri: The Border Roads Organisation (BRO) on Tuesday achieved a significant milestone by breaking through the 2.79-km Sungal tunnel along the Jammu-Poonch national highway. BRO chief Lt Gen Raghu Srinivasan expressed the hope of completing the strategically important project within the next couple of years.

Sungal, connecting Akhnoor and Poonch, is the second of the four tunnels on the strategic national highway 144-A, also known as the golden arc road, having achieved the milestone.

Earlier, the 700-metre Naushera tunnel achieved the breakthrough on January 28, while the tunnelling work inside 260 meter Kandi and 1.1 km Bhimber Gali is in progress.

"This is a great moment for all of us as the Jammu-Poonch link, advancing rapidly, is on track for completion in the next couple of years," Lt Gen Srinivasan told reporters at the breakthrough ceremony of the Sungal tunnel.

Without naming Pakistan, he said this road is strategically very important in view of the "nefarious activities" of the neighbouring country which is backing terrorism in Jammu and Kashmir.

"The border areas of Poonch, Rajouri and Akhnoor are vital defence locations and when you are providing better connectivity, it automatically helps in enhancing defence preparedness," Lt Gen Srinivasan said.

The BRO chief said both Naushera and Sungal tunnels will be completed by the end of this year.

"After completion of the vital road project, the time travel between Jammu and Poonch will be reduced by almost half from the present eight hours. The road widening and the four tunnels will provide all weather connectivity and provide a safe journey to the people," he said.

He said the 200-km Akhnoor-Poonch section of the highway will drive the overall economic prosperity of the border region.

"The better roads will pave the way for massive development with investors coming forward with big projects," he said.

The officials said the progress of the national highway has taken pace and the project is expected to be completed by 2026.

"BRO is spearheading crucial road projects to connect remote areas with major centres in the Jammu-Poonch region," the BRO chief said.

Asked about the defence infrastructure along the Line of Control (LoC), the DG said its development is a continuous process and the BRO is committed towards the strengthening of defence infrastructure by building and upgrading strategic roads all along the International Border, LoC and Line of Actual Control (LAC).

The BRO and its Project Sampark are steadfast in their commitment to "create, connect, care and save lives" of the citizens of its area of responsibility, he said.

"It believes in the adage 'Roads Build Nation' and rededicated itself to the construction of border roads infrastructures to spur socio-economic progress," he said.

India Slams Maldives Defence Minister's Claim That It Carried Out Unauthorised Helicopter Landing In 2019


Male: The Indian High Commission has issued a clarification on Tuesday after a Maldivian official levelled allegations of an unauthorized landing by an Indian helicopter in 2019.

Noting that the "October 9" sortie was undertaken with the approval of MNDF (Maldives National Defence Force), the High Commission said that the emergency landing at Thimarafushi (Thaa Atoll) had to be done due to an "unforeseen exigency."

"Indian aviation platforms in the Maldives have always operated as per agreed procedures and with due authorization from MNDF. The specific sortie on 09 October 2019 referred to at the press conference was also undertaken with the approval of MNDF," the Indian High Commission in Maldives said in a statement, in response to a media query on remarks made at the Government of Maldives' Press Conference on May 11, 2024.

"The emergency landing at Thimarafushi was necessitated due to an unforeseen exigency, which was carried out after taking necessary on-ground approvals from the ATC to ensure the safety and security of the platform and crew," the statement read.

India's response has come after Maldives Minister of Defence, Mohamed Ghassan Maumoon, during a press conference on Saturday last week alleged that a helicopter had been flown without Maldivian authorization.

30 Naxalites Surrender Before Security Forces In Bijapur District, Chhattisgarh

The surrendered Naxalites were also impressed by the police's rehabilitation policy, it stated.

Of the 30 surrendered cadres, Mitki Kakem alias Sarita (35), a member of military company no. 2 of Maoists, and Muri Muhnda alias Sukhmati (32), a member of platoon no. 32, were carrying bounties of ₹8 lakh each on their heads, the release said.

Rajita Vetti (24), Deve Kovasi (24) and Ayta Sodhi (22), all platoon members, and Sinu, a member of battalion no. 1 of Maoists, carried a reward of Rs 5 lakh each on their heads, it said.

The others, Munna Hemla (35), Aytu Midiam (38) and Aytu Karam (50), were active as heads of 'janatana sarkar' (people's government) groups of Maoists, and they carried rewards of Rs 1 lakh each, the release added.

These nine cadres were allegedly involved in multiple attacks on security personnel, it said.

The surrendered Naxalites were provided Rs 25,000 each and will be rehabilitated as per the government's policy, it said.

According to the police, 76 Naxalites have so far quit violence in the district this year.

"China's forced technology transfers and intellectual property theft have contributed to its control of 70, 80, and even 90 percent of global production for the critical inputs necessary for our technologies, infrastructure, energy, and health care--creating unacceptable risks to America's supply chains and economic security," the White House said.

"Furthermore, these same non-market policies and practices contribute to China's growing overcapacity and export surges that threaten to significantly harm American workers, businesses, and communities," it added.

The US and the European Union have often expressed their concern over "industrial overcapacity" in China that is impacting their domestic companies.

US Treasury Secretary Janet L Yellen met with the Economic Working Group (EWG) and Financial Working Group (FWG) between the US and China in April this year following her trip to Beijing and Guangzhou. "The US delegation continued to express concerns about China's non-market practices and industrial overcapacity," the US Treasury Department had said after the meeting.

"Both sides agreed to further discuss these issues," according to a readout on the meeting.

In a meeting between Xi Jinping and President Emmanuel Macron of France, Ursula von der Leyen, the European Commission president, urged the visiting Chinese President to address "the wave of subsidized exports flowing from his nation's factories into Western countries," NYT reported.

"These subsidized products -- such as the electric vehicles or, for example, steel -- are flooding the European market," von der Leyen said. "The world cannot absorb China's surplus production," von der Leyen was cited in the US daily.

Russian President Putin To Meet His Chinese Counterpart Xi On Two-Day Visit To China On May 16


Moscow: Russian President Vladimir Putin is expected to visit China on Thursday, marking his second visit in less than a year as the conflict escalates in Gaza and Ukraine, according to CNN.

Putin will arrive in China just over a week after entering a new term in office, extending his term until 2030.

His visit set to begin on May 16 and will conclude on May 17, according to Chinese state media, mirrors Xi's own state visit to Moscow just over a year ago, where he marked the norm-shattering start of a new term as president - like Putin, after rewriting rules around how long leaders can serve, as reported by CNN.

Moreover, their meeting comes ahead of the US Presidential elections and as Washington faces international backlash over its support for Israel in its war with Gaza.

It will further provide a platform for the leaders to discuss how all this can advance their shared ambition to degrade and offer an alternative to American power, CNN reported.

Pyongyang, an economy almost entirely dependent on China, is believed by Western governments to be aiding Russia with war supplies.

Similarly, according to the US, Tehran is being bolstered economically by Russia and China and is a powerful player in the conflict in the Middle East, according to CNN.

Putin will arrive for the two-day state visit emboldened by the survival of his wartime economy and amid a major new offensive along key points of the front line in Ukraine.

However, for the Chinese leader, who has recently returned from a European tour, the visit is an opportunity to showcase that his allegiance to Putin has not broken his ability to engage with the West.

The US has been putting pressure on Beijing over its alleged support for Russia's defence industry.

But the Chinese leader, as he hosts Putin this week, is seen to be boosting relationships to underscore a growing global split that could deepen divisions with the West, whose technology and investment, experts say, China needs, CNN reported.

"We live in a more dangerous world, authoritarian powers are increasingly aligned. Russia is receiving support for its war of aggression from China, Iran and North Korea," NATO chief Jens Stoltenberg warned last month.

"This reminds us that security is not regional, security is global. And we must work with our like-minded partners around the world to preserve and protect transatlantic security."

Putin Replaces Shoigu As Russia's Defence Minister As He Starts His Fifth Term

Russian President Vladimir Putin on May 12 replaced Sergei Shoigu as Defence Minister in a Cabinet shakeup that comes as he begins his fifth term in office.

In line with Russian law, the entire Russian Cabinet resigned on Tuesday following Mr. Putin’s glittering inauguration in the Kremlin, and most members have been widely expected to keep their jobs, while Mr. Shoigu's fate had appeared uncertain.

Mr. Putin signed a decree on Sunday appointing Mr. Shoigu as secretary of Russia's Security Council, the Kremlin said. The appointment was announced shortly after Mr. Putin proposed Andrei Belousov to become the country’s Defence Minister in place of Mr. Shoigu.

The announcement of Mr. Shoigu’s new role came as 13 people were reported dead and 20 more wounded in Russia’s border city of Belgorod, where a 10-story apartment building partially collapsed after what Russian officials said was Ukrainian shelling. Ukraine has not commented on the incident.

Mr. Belousov's candidacy will need to be approved by Russia's Upper House in parliament, the Federation Council. It reported on Sunday that Mr. Putin introduced proposals for other Cabinet positions as well but Mr. Shoigu is the only Minister on that list who is being replaced. Several other new candidates for Federal Ministers were proposed on Saturday by Prime Minister Mikhail Mishustin, reappointed by Mr. Putin on Friday.

Mr. Shoigu's deputy, Timur Ivanov, was arrested last month on bribery charges and was ordered to remain in custody pending an official investigation. The arrest of Mr. Ivanov was widely interpreted as an attack on Mr. Shoigu and a possible precursor of his dismissal, despite his close personal ties with Mr. Putin.

Kremlin spokesman Dmitry Peskov said on Sunday that Mr. Putin had decided to give the Defence Minister role to a civilian because the Ministry should be “open to innovation and cutting-edge ideas.” He also said the increasing defence Budget “must fit into the country’s wider economy,” and Mr. Belousov, who until recently served as the first Deputy Prime Minister, is the right fit for the job.

Mr. Belousov, 65, held leading positions in the finances and economic department of the Prime Minister's office and the Ministry of Economic Development. In 2013, he was appointed an adviser to Mr. Putin and seven years later, in January 2020, he became first deputy Prime Minister.

Mr. Peskov assured that the reshuffle will not affect “the military aspect," which “has always been the prerogative of the Chief of General Staff,” and Gen. Valery Gerasimov, who currently serves in this position, will continue his work.

Tatiana Stanovaya, a senior fellow at the Carnegie Russia Eurasia Center, said in an online commentary that Mr. Shoigu’s new appointment to Russia’s Security Council showed that the Russian leader viewed the institution as “a reservoir” for his "'former' key figures — people who he cannot in any way let go, but does not have a place for.”

Figures such as former Russian President Dmitry Medvedev have also been appointed to the security council. Mr. Medvedev has served as the body’s deputy chairman since 2020.

Mr. Shoigu was appointed to the Security Council instead of Nikolai Patrushev, Mr. Putin's long-term ally. Mr. Peskov said Sunday that Mr. Patrushev is taking on another role, and promised to reveal details in the coming days.

Mr. Shoigu has been widely seen as a key figure in Mr. Putin’s decision to send Russian troops into Ukraine. Russia had expected the operation to quickly overwhelm Ukraine’s much smaller and less-equipped army and for Ukrainians to broadly welcome Russian troops.

Instead, the conflict galvanised Ukraine to mount an intense defence, dealing the Russian army humiliating blows, including the retreat from an attempt to take the capital, Kyiv, and a counteroffensive that drove Moscow’s forces out of the Kharkiv region.

Before he was named Defence Minister in 2012, Mr. Shoigu spent more than 20 years directing markedly different work: In 1991, he was appointed head of the Russian Rescue Corps disaster-response agency, which eventually became the Ministry of Emergency Situations. He became highly visible in the post. The job also allowed him to be named a general even though he had no military service behind him as the rescue corps absorbed the militarised Civil Defence Troops.

Mr. Shoigu does not wield the same kind of power as Mr. Patrushev, who has long been the country's top security official. But the position he will take — the same position that Patrushev worked to transform from a minor bureaucratic role to a place of sizable influence — will still carry some authority, according to Mark Galeotti, head of the Mayak Intelligence consultancy.

High-level security materials intended for the President’s eyes will still pass through the Security Council Secretariat, even with changes at the top. “You can’t just institutionally turn around a bureaucracy and how it works overnight,” he said.

Thousands of civilians have fled Russia’s renewed ground offensive in Ukraine’s northeast that has targeted towns and villages with a barrage of artillery and mortar shelling, officials said Sunday.

The intense battles have forced at least one Ukrainian unit to withdraw in the Kharkiv region, capitulating more land to Russian forces across less defended settlements in the so-called contested gray zone along the Russian border.

By Sunday afternoon, the town of Vovchansk, among the largest in the northeast with a prewar population of 17,000, emerged as a focal point in the battle.

Volodymyr Tymoshko, the head of the Kharkiv regional police, said that Russian forces were on the outskirts of the town and approaching from three directions.

An AP team, positioned in a nearby village, saw plumes of smoke rising from the town as Russian forces hurled shells. Evacuation teams worked nonstop throughout the day to take residents, most of whom were older, out of harm’s way.

At least 4,000 civilians have fled the Kharkiv region since Friday, when Moscow’s forces launched the operation, Gov. Oleh Syniehubov said in a social media statement. Heavy fighting raged Sunday along the northeast front line, where Russian forces attacked 27 settlements in the past 24 hours, he said.

Analysts say the Russian push is designed to exploit ammunition shortages before promised Western supplies can reach the front line.

Ukrainian soldiers said the Kremlin is using the usual Russian tactic of launching a disproportionate amount of fire and infantry assaults to exhaust Ukrainian troops and firepower. By intensifying battles in what was previously a static patch of the front line, Russian forces threaten to pin down Ukrainian forces in the northeast, while carrying out intense battles farther south where Moscow is also gaining ground.

It comes after Russia stepped up attacks in March targeting energy infrastructure and settlements, which analysts predicted were a concerted effort to shape conditions for an offensive.

The Russian Defence Ministry said Sunday that its forces had captured four villages on the border along Ukraine’s Kharkiv region, in addition to five villages reported to have been seized on Saturday. These areas were likely poorly fortified because of the dynamic fighting and constant heavy shelling, easing a Russian advance.

Ukraine’s leadership hasn’t confirmed Moscow’s gains. But Tymoshko, the head of the Kharkiv regional police, said that Strilecha, Pylna and Borsivika were under Russian occupation, and it was from their direction they were bringing in infantry to stage attacks in other embattled villages of Hlyboke and Lukiantsi.
